Construction Observation

With years of experience, HCE provides cost effective construction observation with the goal to see projects meet their financial and timeline goals. Our construction engineers inspect quality of work, report on progress, document quantities and materials used so that our clients can realize a successful project.  We provide construction observation services for various project types including:

We are prequalified by the Illinois Department of Transportation in Special Services – Construction Inspection.

We also employ best management practices for construction observation:

• Daily quantity agreement with the Contractor (where practical)
• Use of e-construction technology such as:
  • Tablets to photo
  • Document and transmit information requisite for proper documentation of contract quantities
  • Materials certification and conformance with the plans and specifications
• Thorough knowledge of regulatory permitting, so that if the project changes we will ensure that the project maintains regulatory compliance.

HCE also provides ancillary services to construction efforts, including construction management, inspection services, grant/loan management, bidding services.
